The alleged manpower support could pose a significant challenge in the war at a time when Ukraine is facing personnel shortages. Ukrainian intelligence claims that North Korean troops have been deployed to the Russian border region of Kursk, where Ukrainian forces have launched surprise attacks.

In his statement today, Putin mentioned that Russia and North Korea will decide on military aid as stipulated in the bilateral agreement when the time is right. Putin stated, “It will be our sovereign decision whether to implement this clause of the agreement.”
