Ukraine’s Foreign Minister, Andrii Sybiha, announced that they have begun negotiations with the US on a new draft of the rare earth elements agreement text. Sybiha, who met with Lithuanian Foreign Minister Kestutis Budris in Kiev, stated that discussions with the US on the rare earth elements agreement text have commenced. Following their bilateral meeting at the Foreign Ministry, Sybiha and Budris held a joint press conference. Sybiha expressed his pleasure at Budris’ visit to Ukraine and thanked Lithuania for its support. Sybiha also informed Budris about the ceasefire negotiations in Saudi Arabia, highlighting the decision to halt attacks on energy infrastructures during those talks. Despite this decision, Sybiha pointed out that Russia continues its attacks on Ukraine’s energy infrastructures, causing damage in regions like Herson, Kharkiv, and Poltava. He stated, “Russia continues to violate this agreement. Attacks on energy facilities in Herson occurred, leaving 45,000 people without electricity this morning.” Emphasizing that Russia will not give up the territories it has occupied in Ukraine, Sybiha mentioned the importance of Ukraine being a member of the European Union (EU) and NATO for security guarantees. Sybiha also touched on the preparation process of the rare earth elements agreement between the US and Ukraine in his speech. Sybiha revealed that the Foreign Ministry received the new draft of the agreement from the US on March 28 through diplomatic channels, and they are working to create a suitable text for both parties. Sybiha noted that while Ukraine was ready to sign the previously developed framework agreement, the agreement’s text changed. He stated, “We have our laws for developing such a document. Therefore, appropriate work has been initiated to start the necessary internal procedures. I confirm that we have begun consultations with the US on the draft agreement.”
