TÜİK Announcement Regarding Retiree Pensions

The Turkish Statistical Institute (TÜİK) stated that retiree pensions are calculated with scientific and technical autonomy and independence based on data collected from the field in response to allegations. TÜİK responded to claims about calculating retiree pensions. In a written statement, TÜİK expressed that allegations found in news and social media posts regarding the comparison of the Istanbul Chamber of Commerce’s Consumer Price Index for Salaried Employees announcement and the Consumer Price Index (CPI) with TÜİK showing a 31% lower inflation over the past three years are “unscientific, factually inconsistent, and baseless.” The statement indicated that these claims were made with the intention of creating perceptions for political reasons and consciously and that comparing these two indices did not produce meaningful results due to differences in base years, methodologies, definitions, classifications, weighting structures, geographic coverage, calculation methods, and income groups. The statement noted that as a result, İTO made changes to its index’s base year and methodology, beginning to publish a new index called Istanbul Consumer Price Index from 2025. Among the claims were baseless statements aimed solely at “manipulation,” referencing the term-ful manipulations related to the tenure of the institution’s president and appointments of regional directors, claiming that TÜİK’s president, like other similar appointments, is appointed for a specified period by Presidential Decree. This is not unique to the Presidency of TÜİK. About alleged job changes for regional directors in 2020, the statement said some regional directors were assigned to headquarters while others were reassigned as directors in other regions. The statement emphasized that these job changes alleged to be related to inflation calculations were routine tasks, not related to inflation calculations. The limited weight of internet data in TÜİK’s Consumer Price Index (CPI) calculations was also mentioned, stating that the share of data obtained through web scraping is only 5% in the CPI price data. The statement highlighted that TÜİK collects price data from a much wider scope through fieldwork, barcode data, and various other sources, contrary to the claims. It was emphasized that TÜİK centrally and automatically obtains web scraping data, does not allow manual input, does not instruct regional directorates in this direction, monitors the same products from fixed websites regularly throughout the year, and evaluates them in compliance with international standards. Therefore, these claims have no basis in reality. In this context, TÜİK calculates the CPI independently with scientific and technical autonomy based on data collected from the field, not according to any individual’s, institution’s, or office’s request, instruction, or estimate.
