Obligation to Install Vehicle Recognition Units (VRU) Removed for New Vehicles

The notification amendment regarding the National Vehicle Recognition System (NVRS) states that as of July 1, 2025, the requirement to install a Vehicle Recognition Unit (VRU) on individually sold vehicles entering the market has been removed.

The NVRS was developed to increase transparency in the sector by digitally recording fuel sales and combatting the informal economy. The installation of VRUs on vehicles and equipment at fuel stations is rapidly progressing. According to the NVRS Application General Notification, vehicles acquired through leasing, included in the operation, or used in business must have VRUs installed by April 30, 2025. Additionally, all vehicles registered in the fuel distribution companies’ NVRS programs have until July 1, 2025, to install VRUs. Taxpayers must complete the necessary procedures and select the most suitable installation point from authorized installation companies nationwide to complete VRU installations by the end of April 30, 2025.

Through NVRS, license plate information will automatically be transferred to the system at fuel purchase, preventing improper documentation and avoiding billions of liras in tax losses annually. Failure to register in the system within the specified time will render all documents not arranged under the Tax Procedure Law and taxpayers will not be able to declare fuel expenses as deductible. The obligation to install VRUs on vehicles registered and launched after July 1 has been removed following the Notification amendment on March 29, 2025. Additionally, the deadline for installing Vehicle Recognition Readers (VRR) on LPG vehicles and LPG islands at fuel stations has been extended until December 31, 2025. With over 1.3 million vehicles having completed installation and activation under NVRS, taxpayers and individuals subject to the requirement of installing VRUs can complete registration and payment processes by visiting utts.gov.tr. Authorities advise citizens to carry out transactions only on utts.gov.tr to avoid falling victim to similar names fake websites and not to conduct any transactions on such sites.
