Today’s amendment in the National Vehicle Identification System (NVIS) eliminates the requirement for individual vehicles launched into the market from July 1, 2025, to install a vehicle identification unit (VIU).
With the aim of increasing transparency in the sector by digitally recording fuel sales and combating the informal economy, the National Vehicle Identification System has been rapidly implementing VIU installations on vehicles and hardware installations at fuel stations. According to the NVIS Application General Communique; all vehicles acquired through leasing, involved in operations, or used in business must have VIUs installed by April 30, 2025; whereas all vehicles registered on fuel distribution companies’ NVIS programs, which aren’t within this scope, must have VIUs installed by July 1, 2025. All taxpayers must complete the VIU installation procedures by selecting the most suitable installation point from authorized assembly companies nationwide and completing the installation by the end of April 30, 2025.
Through NVIS, plate information will be automatically transferred to the system during fuel purchase, preventing irregular document issuance and thus preventing billions of lira worth of tax losses each year. Since documents not regulated within the scope of NVIS will be considered as never issued in terms of the Tax Procedure Law (TPL), taxpayers who fail to register in the system within the specified period will not be able to declare fuel expenses as costs. The obligation to install VIUs for vehicles to be launched into the market after July 1 has been removed following the amendment made on March 29, 2025, effective from July 1, 2025. Additionally, with this amendment, the installation period for VIUs on vehicles running on LPG and the installation of Vehicle Identification Readers (VIR) in LPG islands at fuel stations has been extended until December 31, 2025.
ORDER QUANTITY APPROACHING 3 MILLION
While the number of vehicles with completed assembly and activation within NVIS exceeds 1.3 million, taxpayers and individuals obligated to install VIUs under the NVIS application can complete their registration and payment transactions by visiting utts.gov.tr. Authorities are urging citizens to conduct their transactions solely through utts.gov.tr to avoid any inconvenience, advising them not to trust fake websites with similar names and refrain from conducting transactions on such sites.
