Lebanon under fire: Mandatory evacuation order from Israel, 60-day ceasefire proposal from the US

The Israeli army issued a “mandatory evacuation” order for those living in eastern Lebanon, citing the targeting of Hezbollah targets. The army issued a “mandatory evacuation” order for those living in the eastern town of Baalbek and the towns of Ain Bourday and Duris, and published a map.
The statement said, “The army will act strongly against Hezbollah interests in your city and villages and is not intending to harm you. For your safety, you must evacuate your homes immediately.”
Two main routes to be used for evacuations were shown.
Reuters reported that among the areas covered by the evacuation warning in the town of Baalbek, Roman ruins were also included. As Israel prepares for new attacks, US mediators are working on a proposal to end the conflicts between Lebanon and the Israeli army.
According to information provided by two sources familiar with the talks to Reuters, the plan will begin with a 60-day ceasefire between the Israeli army and Hezbollah in Lebanon.
A senior diplomat said that the two-month period would be used to fully implement UN Security Council Resolution 1701, adopted in 2006, which calls for the disarmament of non-state weapons in southern Lebanon.Dr. Ibrahim Fraihat, an associate professor in international conflict resolution at the Doha Institute of Graduate Studies, says there are several indicators suggesting possible progress in ceasefire talks between Israel and Lebanon.
Speaking to Al Jazeera, Fraihat said the first indication is that “Israel losing soldiers every day, much beyond what Israel can tolerate, creates real pressure on Israel.”
Fraihat also pointed out that Prime Minister Benjamin Netanyahu will not stop without significant pressure and added, “There is no limit to how far he can go.”
The second indicator was said to be Iran exerting some pressure on Hezbollah.
Fraihat stated, “Then there is Lebanon’s stance. The Lebanese government and all political groups are interested in reducing tension.”Today, Hezbollah announced that they had launched drones at an Israeli base in the port city of Haifa.
The Haaretz newspaper reported that two people were injured in the attack.
In a statement made from Israel’s X account, it was reported that an unmanned aerial vehicle (UAV) launched from Lebanon had crashed in the city of Nahariya in the north of the country.
Three UAVs sent from Lebanon to the Western Galilee region in the north were reported to have been shot down without any casualties.
The Israeli state television KAN announced that a factory building was damaged in the attack.Human Rights Watch (HRW) announced that the Israeli army documented three attacks in Lebanon involving clear war crimes, including targeting healthcare workers and facilities unlawfully.
According to HRW, these include attacks on healthcare workers in a civil defense center in central Beirut on October 3, and an attack on an ambulance and hospital in southern Lebanon on October 4, resulting in the deaths of 14 healthcare workers.
Since October last year, Israeli airstrikes have caused the deaths of at least 163 healthcare and rescue workers across Lebanon.
The report stated that 158 ambulances and 55 hospitals were damaged based on Ministry of Health figures.HRW Lebanon researcher Ramzi Kaiss said, “The Israeli army’s lawless attacks on healthcare workers and hospitals are destroying Lebanon’s already weak healthcare system and putting healthcare workers at serious risk.”
Kaiss added in an interview with Al Jazeera, “Attacks on healthcare workers and facilities also increase the risks for injured civilians and significantly hinder their access to the urgent medical interventions they require.”
HRW called on Israel’s allies to suspend the transfer of weapons to Israel, considering the risk of being used in serious abuses.
