The negotiations for the Public Sector Collective Labor Agreements Framework Protocol, which will determine the salary increase for approximately 600,000 public sector workers, are expected to begin with the presentation of the initial offer to the worker sector. The process continues in the negotiations for the 2025 Public Sector Collective Labor Agreements Framework Protocol, which covers around 600,000 workers in public institutions such as highways, railways, power plants, ministries, universities, and hospitals. Negotiations began with the joint wage demand of TÜRK-İŞ and HAK-İŞ presented to the Ministry of Labor and Social Security on February 27, and most of the administrative articles have been discussed. TÜHİS, representing the worker sector, has put forward demands including raising the minimum daily wage to 1800 lira, a 50% raise for the first six months of 2025, a 25% raise for the other six-month periods, and an additional 10% welfare share. The union is currently conducting a cost analysis related to these demands. It is expected that after completing the cost analysis, TÜHİS will present its initial offer to the worker sector in the coming days. Following the initial offer from the public employer, the negotiation process between the parties will accelerate. The negotiations for the 8th Term Collective Agreement, covering the years 2026-2027, which will determine the salary increases for approximately 4 million civil servants and 2.5 million retired civil servants, will begin as of August 1. In this regard, the 2025 Public Sector Collective Labor Agreements Framework Protocol, which concerns public sector workers, is also important for collective labor agreements to be signed in the private sector, such as the Turkey Metal Industrialists Union (MESS) Group Collective Labor Agreement.
