According to the 2025 Presidential Annual Program, health services will be made more efficient in terms of predictability and sustainability by optimizing drug and treatment expenses. Alternative models will be utilized more for the reimbursement of high-budget drugs, innovative treatments, and orphan drugs.

The use of value-based reimbursement methods will be ensured in the financing of health services, and the effectiveness of reimbursement lists will be enhanced by conducting regular retrospective analyses of payments made for drugs and treatments. The drugs obtained from abroad will be reviewed to include cost-effective ones in the reimbursement, revise payment conditions, and exclude ineffective ones from reimbursement. PARTICIPATION FEES WILL BE UTILIZED MORE EFFECTIVELY To prevent unnecessary demands for health products and services, participation fees will be utilized more effectively. Inspection models that take into account risk analysis in reimbursement and the behaviors of service providers will be developed. Studies will be conducted on the use of artificial intelligence-supported risk analysis models in the inspection of health service providers.
