Vice President Cevdet Yılmaz announced that the budget discussions marathon would begin on October 22. Yılmaz stated that inflation would be reduced to single-digit levels by 2026. Expenses of 14 trillion 731 billion lira and revenues of 12 trillion 800 billion lira were projected for the 2025 budget. The budget deficit was set at 3.1% of the national income. The largest allocation of 2 trillion 181 billion lira went to education.
Vice President Cevdet Yılmaz shared details on the 2025 central government budget during the budget binding ceremony for the year 2025. Yılmaz emphasized that economic stability is based on political stability and announced that the budget discussions marathon would start on October 22. Yılmaz expressed that the budget proposal supports investment, employment, production, exports, and a welfare-enhancing approach. He noted that the budget proposal is in line with ensuring financial discipline and supporting sustainable growth, aiming to gradually lower inflation to single digits by 2026. DETAILS OF THE 2025 BUDGET Yılmaz disclosed the details concerning the 2025 central government budget. Accordingly, expenses of 14 trillion 731 billion lira and revenues of 12 trillion 800 billion lira were projected for the 2025 budget. The budget deficit was estimated at 3.1% of the gross domestic product. RESOURCE ALLOCATION OF 584 BILLION LIRA FOR DISASTERS The 2025 budget included an appropriation of 584 billion lira for improving earthquake zones and enhancing resilience against disasters. Within this scope, the fund allocated for the Resilient Cities Project against Disasters totaled 120 billion lira. This amount was determined to be 0.9% of the GDP. Excluding earthquakes, the budget deficit was forecasted at 2.2%. LION’S SHARE TO EDUCATION When higher education is included, the education budget for 2025 was raised to 2 trillion 181 billion lira. Thus, education received the highest share in the budget, with 14.8%. When health expenditures from the SGK are also added, the total budget allocation for the health sector reached 2 trillion 435 billion lira. 651 billion lira was allocated for social assistance and support, and 706 billion lira for agriculture. An allocation of 472 billion lira was planned for citizens to use cheaper electricity and natural gas.
Upon considering subsidies for natural gas and electricity, as well as excluding minimum wage from taxes, resources allocated for social expenditures will reach 1.93 trillion lira. An allocation of 561 billion lira was made for industry support from the budget. 913.9 billion lira was earmarked for defense spending, 694.5 billion lira for internal security, and 1.57 trillion lira for investments.
The share allocated for investments corresponded to 10.7% of the total budget.
The Ministry of National Education’s budget was increased to 1.45 trillion lira for 2025.
The total resources allocated to metropolitan and other municipalities, along with provincial special administrations, were raised to 1.34 billion lira.
